Rule 21
Presentation of the proposal regarding the plebiscite

(1) According to sub-rule (1) of rule 20, the proposal related to the plebiscite can be submitted to the meeting of the joint house held after seven days. (3) Upon receipt of the notice of opposition to the proposal related to the plebiscite, the speaker will allow the opposing and proposing members to make brief statements respectively. After that, without further discussion on the proposal, the speaker will present it for the decision of the meeting. (4) If the notice of opposition is rejected by the joint meeting while presenting it for decision according to sub-rule (3), the presenting member will present a proposal that the proposal related to public opinion collection be considered. At the end of the discussion, the member presenting the proposal will answer the questions raised in the discussion. (5) Amendments to the proposal can be submitted within one hundred and twenty hours after the general discussion on the proposal of the plebiscite. (6) After the resolution according to sub-rule (4) is passed, the Speaker shall discuss the proposal related to the plebiscite. The day and time period will be determined.
